You can add your values into all system dictionaries. Many dictionaries are project-specific, however they can be stored in the process settings. Thus, you can propagate these settings to many different projects.
Some dictionaries, e.g., Priority and Importance, are defined on the system level, and you cannot set up them in the administrative section.
